Eng. John Mruttu is the Chairman of the Agricultural Finance Corporation (AFC), providing strategic oversight to Kenya's key national development finance institution for agricultural transformation and food security. A seasoned engineer and corporate leader with over three decades of experience, he previously served as CEO of Kenya Petroleum Refineries Limited and as the inaugural Governor of Taita Taveta County from 2013 to 2017.
As Governor, he delivered transformative county-wide development — building 188 ECDE centres, modernising healthcare infrastructure, drilling over 30 boreholes, and establishing the DATU Sawazisha Fund supporting over 600 youth and women groups. He has served on the Council of Governors as Vice Chair and chaired its Roads and Infrastructure Committee, making lasting contributions to Kenya's devolution framework.
